Rick:: As the head of the development team, I have to say that would be way too soon. We'll need at least another week to finish the basic design.

Maya:: It's fine by me as long as we can get the word out before the shareholders' meeting.

So, let's fix the date for announcing our new app.: fix the date for...は「～の日程を決める」という意味で、decide on the date for...やset the date for...などと言うこともできます。
Do you have a particular time frame in mind?: time frameは「期間」「時間枠」を指し、この一文は「具体的な時期は考えていますか？」という意味になります。ここではまず大まかな時期を決めるためにこのような提案をしています。相手の都合を尋ねる場合はWhich day would be convenient for you?（いつがご都合よろしいですか？）などと言ってもOKです。
How about the fourth week, then? Would that work for you guys?: 提案をする際には、「～はどうですか？」という意味のHow about...?やWhat about...?という表現がよく使われます。また、work for...は「～にとって都合が良い」「～の予定が合う」という意味で、Would Friday work for you?（金曜日でよろしいですか？）のように言うこともできます。
It's fine by me as long as we can get the word out before the shareholders' meeting.: fine by...は「～にとって問題ない」「～はそれで構わない」という意味で、byの代わりにwithを使うこともできます。また、as long as...は「～である限りは」「～さえすれば」という意味です。条件を付ける際に使う表現としては、ほかにもif（もし～ならば）、unless（～でない限り）などもあり、Thursday works for me if it's all right with you.（あなたさえよければ木曜日は都合がつきます）や、「何とか都合がつく」「間に合う」という意味のmake itを使ってI won't be able to make it on Wednesday unless the meeting gets cancelled.（会議が中止にならない限り、水曜日は行けません）などと言うことができます。
September 25 it is, then.: この文は本来、Then it is September 25.ですが、最も重要な情報である日付を強調するために順序を変え冒頭に日付を持ってきた倒置構文です。この例では日程が決まりましたが、もしその場で決まらない場合は、I'll check my schedule and get back to you later.（予定を確認して後でまた連絡します）などと言ってもOKです。
Let's work with this date in mind and keep each other updated on the progress.: keep...updatedは「～に最新の情報を与え続ける」という意味なので、keep each other updated on the progressは「随時お互いに進捗状況を報告し合う」という意味になります。
