I just heard that you've been promoted to Vice President and was delighted by the great news.
この例ではI (just) heard that…(~と聞きました)という文から始めています。ここでは、delighted(喜んでいる)という言葉で自分の気持ちを表していますが、似た意味のhappy、pleased、thrilled、overjoyedなどと書いても良いでしょう。I'm so happy for you.(本当に良かったですね)などもよく使われる言い回し。
You've done an excellent job for many years and fully deserve this long-awaited recognition.
お祝いの言葉を贈る際は、個人的な気持ちや具体的に相手を褒める言葉も一緒に伝えると心のこもった印象になります。この例ではdeserve(値する)やlong-awaited(満を持しての)という表現を使っていますが、昇進のお祝いではこういった表現がよく使われます。This promotion is well deserved and long overdue.(この昇進は極めて当然で、遅すぎたほどです)などと伝えてもOK。一緒に仕事をしていた同僚などには、You will be greatly missed here, but…(あなたがいなくなってしまうのはとても残念ですが、~)などと書いても良いでしょう。
I'm confident that, through your motivated efforts, you will meet the challenges of your new responsibilities and make a difference in the company.
この文では激励の言葉を贈っています。meet the challenges of...は「~の挑戦に立ち向かう」、make a differenceは「良くする」「貢献する」という意味。I have no doubt that you will be able to shoulder your new responsibilities.(あなたなら絶対にこの新たな責務を担えるでしょう)などと書いても良いでしょう。

Congratulationsはこのように単独でも使われますが、お祝いの具体的な内容を述べる場合は、Congratulations on[名詞句].という形になり、Congratulations on your promotion to Vice President.(部長昇進おめでとうございます)、Congratulations on starting your new business.(新事業開設おめでとうございます)、Congratulations on your new sales record.(売上新記録達成おめでとうございます)のように使います。よりくだけた言い回しでは、congratulationsをcongratsと略すこともあります。いずれにせよ必ず最後にsが付くことに注意。親しい仲の同僚には、Keep up the good work!(この調子で頑張って!)、Well done!(よくやったね!)、Good luck!(頑張ってね!)などと書いてもOKです。
